AuditLane
Continuous, self-serve FMCSA TPR/ELDT audit-readiness monitoring for small independent CDL schools who can't afford a compliance consultant or a full LMS switch.
Idea
Continuous, self-serve FMCSA compliance monitoring for small independent CDL training schools. AuditLane checks a school's real instructor, student, and training records against the exact Training Provider Registry (TPR) and Entry-Level Driver Training (ELDT) requirements, then gives a live audit-readiness score and a prioritized fix-it list. It works alongside whatever curriculum or training system the school already uses, and costs a fraction of an hourly DOT compliance consultant.
Market gap
FMCSA is in the middle of the largest enforcement action in its history against CDL training providers. Since December 2025, nearly 3,000 providers were removed for failing biennial self-certification, another roughly 3,800 to 7,000 have been removed or noticed across subsequent sweeps, and a five-day sting in February 2026 flagged 557 more schools for removal. As of today the Training Provider Registry lists 18,021 active providers, down sharply from where it stood before the purge began. FMCSA has told schools that audits are coming even if they have never had one before, and the agency mobilized over 300 investigators to run more than 1,400 in-person sting operations across all 50 states.
The common findings behind removals are recordkeeping failures, not just fraud: undocumented instructor qualifications, late TPR submissions, and behind-the-wheel records that do not add up to certified proficiency. A small, honest school with sloppy paperwork is now exposed to the same removal risk as a deliberate "CDL mill," and removal is existential: it immediately stops a school from legally training new CDL applicants.
The response so far is either full training-delivery platforms that require a school to adopt an entirely new curriculum and LMS, or human consultants billed by the hour. Nobody has built a lightweight, curriculum-agnostic layer that just watches a school's own records and tells them, continuously, whether they would pass an audit today. Given the current sweep, the timing for that product is now, not eventually.
Total Addressable Market (TAM)
Bottom-up:
- 18,021 total active TPR-registered training providers nationally today (source: tpr.fmcsa.dot.gov, live registry count, accessed 2026-07-25).
- Providers split roughly across three types: community-college programs, carrier-operated academies, and independent private schools. Community-college and large carrier-operated programs typically have dedicated safety or compliance staff and are less likely to buy a self-serve SMB tool. Assumption: 50 percent of active providers, about 9,000 schools, are small independent private CDL schools, our target customer. This is a stated assumption, not a sourced split.
- Annual contract value at the Growth tier ($199/mo) = $2,388/year.
- TAM = 9,000 x $2,388 ≈ $21.5M ARR.
SAM: schools actively exposed to this risk right now, meaning they lack in-house compliance staff and are not already locked into a bundled LMS that includes TPR management (CDL PowerSuite, CDL Tracks). Assumption: 35 percent of the TAM pool, about 3,150 schools. SAM ≈ 3,150 x $2,388 ≈ $7.5M ARR.
SOM: realistic year-one capture through direct outreach to schools named in FMCSA non-compliance notices, SEO around "TPR audit checklist," and trucking trade press. Assumption: 3 percent of SAM in 12 months, about 95 schools. SOM ≈ 95 x $2,388 ≈ $227K ARR.
Monetization strategy
Monthly SaaS subscription per school location. The school pays to keep its own audit-readiness dashboard current and to get alerted before a record lapses. Retention comes from the alerting: once a school is enrolled, missing a renewal reminder is exactly the failure the product exists to prevent, and the ongoing enforcement wave keeps the fear fresh. No usage-based pricing: a flat monthly fee matches how a small owner-operator school budgets software spend.
Pricing strategy
- Starter, $99/mo: single location, up to 2 users, core compliance checklist and dashboard, manual record entry.
- Growth, $199/mo (anchor, most popular): single location, up to 5 users, document upload with AI field extraction, email alerts, prioritized fix-it guidance.
- Additional Location, $349/mo per bundle of up to 3 extra locations: for small multi-site operators.
Entry point is Starter at $99/mo, priced under a single hour of a DOT compliance consultant ($150 to $300/hr per the consulting firms already marketing to this fear). The free checker below is the true entry point and funnels into Starter or Growth.
Lead magnet
A free "TPR Audit Readiness Checker": a 15-question web form covering the specific gaps FMCSA's current sweep is citing (instructor license currency, TPR submission timing, retention gaps, vehicle-to-curriculum match). It returns an instant red/yellow/green score and a downloadable one-page PDF report naming the exact gaps found, with a clear next step into the paid product to track and fix them continuously.
Competitors
- CDL PowerSuite: bundled ELDT theory-training LMS plus TPR submission tools, with a free compliance calculator as a lead magnet. Requires a school to run its training content on their platform.
- CDL Tracks: similar bundled ELDT training-delivery and TPR management software for training providers.
- J.J. Keller & Associates: the dominant, decades-old DOT compliance company. Offers a free ELDT Audit Checklist PDF and a "Safe & Smart" ELDT trainer certification program, but these are static checklists and certifications, not a continuous digital monitor of a specific school's live record set.
- Trucksafe Consulting, Compliance Navigation Specialists, DOT Compliance Group: human consulting firms that run one-time or hourly compliance audits and engagements.
What competitors offer now
CDL PowerSuite and CDL Tracks solve compliance only if a school is willing to move its entire theory-training delivery onto their platform, which is a heavier lift and cost than a small school with its own curriculum wants. J.J. Keller's checklist tells a school what to check once, as a PDF, with no ongoing tracking, no per-record expiration alerts, and no live audit-readiness score. The consulting firms are effective but priced and delivered like professional services: scheduled engagements billed by the hour, not a $99 to $199 a month tool a solo school owner can self-serve at 9pm after a bad audit rumor spreads at the truck stop.
What can be done differently to attract customers
Position as curriculum-agnostic: AuditLane does not replace a school's training content or LMS, it watches the compliance paperwork underneath it, so there is no switching cost competing against CDL PowerSuite or CDL Tracks. Lead with the free Audit Readiness Checker distributed through trucking trade press covering the crackdown (Overdrive, CCJ, Trucking Dive, FreightWaves all actively cover this story) and through direct outreach to schools named in FMCSA's public non-compliance notices, who are the single most motivated buyer segment that exists right now. Price under the cost of one consultant hour so the decision to try it is trivial.
