PackSafe

Safety and liability-defense software for dog daycare and boarding operators, built for the moment a state regulator, an insurer, or a plaintiff's lawyer asks "prove it."

Idea

Safety and liability-defense software for dog daycare and boarding operators, built for the moment a state regulator, an insurer, or a plaintiff's lawyer asks "prove it." PackSafe tracks live staff-to-dog ratios against insurer and regulatory benchmarks, turns every incident into a structured, state-law-mapped report instead of a free-text note, and gives multi-location operators a single risk dashboard across every site. It sits alongside the booking software a facility already runs (Gingr, MoeGo, ProPet, PetExec); it does not replace it.

Market gap

Dog daycare and boarding is entering the same regulatory moment veterinary and childcare went through years ago, except almost nothing forces facilities to document safety today. Massachusetts' "Ollie's Law" (signed September 2024, effective December 19, 2024) now requires every municipality to license kennels and daycares, mandates injury reporting, and directs the state to issue staffing and safety regulations by June 2026. New York's Safe Pet Boarding Act (A9123, introduced September 2025) would add statewide licensing and inspection. Stateline's December 2024 reporting frames the entire industry as running with almost no baseline safety rules, which is exactly why a wave of state bills is starting now. At the same time, insurers underwriting bailee and general liability coverage for these facilities are anchoring pricing to a roughly 10:1 staff-to-dog ratio and asking pointed questions about separation protocols, but no software actually tracks that ratio live or produces the documentation an insurer or regulator wants. The four incumbent booking platforms (Gingr, MoeGo, ProPet, PetExec) all log incidents as a free-text note or severity tag stapled to a pet's profile. None of them check ratio compliance in real time, map incident fields to what a specific state's law requires, or roll risk up across a multi-location group. The gap is not "no incident logging," it is "no incident logging built to survive a license hearing, an insurance renewal, or a deposition."

Total Addressable Market (TAM)

Bottom-up, every assumption stated:

  • IBISWorld counts 169,481 "Pet Grooming & Boarding" businesses in the US as of 2025 (https://www.ibisworld.com/united-states/number-of-businesses/pet-grooming-boarding/1735/). This NAICS-adjacent category bundles standalone grooming salons with boarding/daycare operators.
  • Assumption (our estimate, not independently sourced): roughly 20 percent of that category primarily operate group-play daycare or overnight boarding with staff supervising dogs off-leash, versus pure grooming or unsupervised crate boarding. That is ~33,900 target facilities.
  • Blended ACV across the Starter and Growth tiers below: ~$1,200/year ($100/month average).
  • TAM = 33,900 x $1,200 = ~$40.7M ARR.
  • SAM: the segment carrying real regulatory and insurance exposure that pushes them to buy proactively rather than wait for a lawsuit: franchise-branded locations plus independent operators running 2 or more locations. Dogtopia states 290+ locations (https://www.franchiseba.com/camp-bow-wow-franchise-article-2025/ references Dogtopia's unit count alongside Camp Bow Wow) and Camp Bow Wow closed 2025 with 225 locations open or operating (https://www.franchisetimes.com/top-400-2025/226-camp-bow-wow/article_fe8e3829-97d2-4cf7-b0cb-58d5a50f5d10.html). Call branded multi-unit locations ~515. Assumption: independent multi-location groups make up another 15 percent of the 33,900 total facility count, or ~5,085 locations. SAM = (515 + 5,085) locations x $1,548/year (the Growth-tier anchor ACV, since multi-location buyers land on the anchor tier) = ~$8.7M.
  • SOM: a realistic 3-year capture for a 2 to 3 person team selling directly into franchise HQs and independent multi-unit groups, no enterprise sales team: 3 percent of SAM = ~168 locations x $1,548/year = ~$260K ARR.

Monetization strategy

Per-location monthly SaaS subscription, sold to the facility owner for independents and to the franchisor or HQ ops team for multi-unit brands (many franchisors already mandate or centrally bill shared software to their franchisees). Customers keep paying because the cost of not having this is now concrete and rising: Massachusetts and New York are actively legislating documentation requirements, Colorado pulled Boardmoor Pet Resort's license for two years after three dogs died there following six failed inspections (https://www.koaa.com/advocates-of-accountability/boardmoor-pet-resort-owner-loses-license-for-2-years-after-3-dogs-died-at-fountain-facility), and an Alexandria, Virginia daycare owner was sued for $585,000 over a 2024 dog death (https://www.alxnow.com/2026/07/31/alexandria-dog-daycare-owner-sued-for-585k-two-years-after-dogs-death/). PackSafe is the contemporaneous record that turns "we think we were compliant" into "here is the ratio log and incident report timestamped to the minute."

Pricing strategy

  • Starter (entry point), $79/month per location: real-time ratio compliance dashboard, structured incident builder, vaccine expiration flags, single location.
  • Growth (anchor), $129/month per location, volume discount at 5+ locations: adds state-law-mapped incident templates (starting with Massachusetts and New York), temperament-test documentation workflow, and one-click insurer-ready incident export.
  • Franchise/HQ, from $499/month platform fee plus $89/month per location: cross-location risk-score rollup for franchisor or multi-unit ops teams, audit trail for franchise compliance and legal. The anchor is Growth, priced under what a single vet visit or one hour of legal time costs, for tools that exist specifically to avoid both. The entry point, Starter, is cheap enough for a single-location owner to approve without a partner sign-off.

Lead magnet

A free, no-signup "State Daycare & Boarding Law Tracker + Ratio Calculator." An owner enters their state and gets a plain-language summary of what, if anything, that state currently requires for licensing and incident reporting (most states still require nothing, which is itself useful to know), plus a free calculator that checks their current staff count against the ~10:1 insurer benchmark ratio. It answers a question every owner already has, proves the product's core value (ratio math, regulatory mapping) in under a minute, and captures the email of exactly the buyer who is about to get a state law or an insurance renewal notice.

Social proof that the problem exists

Competitors

What competitors offer now

Every one of the four incumbents treats an "incident" as a note attached to a pet's profile: a severity tag, a free-text description, maybe a photo, sent to the owner as a report card. That is booking-software thinking, built for customer communication, not for surviving a license hearing or an insurance renewal. None of them compute or alert on live staff-to-dog ratio against any benchmark. None of them map incident fields to what a specific state's law (Massachusetts today, New York if A9123 passes) actually requires a facility to report. None of them roll incident or ratio data up across a multi-location or franchise group so an owner or franchisor can see risk building before it becomes a lawsuit.

What can be done differently to attract customers

Lead with the free State Law Tracker + Ratio Calculator right as Massachusetts operators face a June 2026 regulatory deadline and other states watch and copy Ollie's Law. That turns a slow-moving legislative story into an urgent, personal compliance question for exactly the owners who will need to buy. Once a facility is in, sell franchisors and multi-unit groups on the HQ risk rollup: Dogtopia and Camp Bow Wow's own corporate risk and legal teams have a direct incentive to standardize incident and ratio documentation across every franchisee, which turns a single sale into hundreds of paid locations.
